quality and content and which emphasises access, guidance and

- To have in place a guaranteed minimum entitlement curriculum for all
14-19 year olds which is flexible, broad and accessible and which
properly balances academic, vocational and citizenship development.
- Such an entitlement will be delivered though a flexible partnership
of
schools, college and training providers.
- To ensure that the entitlement provided is constantly reviewed and
modified to take account of changing economic and social demands.
